Steam workshop downloader download file

I'm having the exact same issue. If I go to "manage downloads" it shows that it's attempting to download steam workshop files, but it never actually starts. I've tried verifying the game content, i've tried refreshing steam, I've completely removed and reinstalled the game, nothing works.
